Mediates in the dispute areas of public and private construction contracts; public and private contracts; business; home owner associations; employment; discrimination; uncontested divorce and child custody (parenting plans)and elder and elder family.
Administrative Judge serving on the US Department of Defense Armed Services Board of Contract Appeal(2000-2006); US Army Corps of Engineers(1989-2000); Maryland State Board of Contract Appeal Member(1982-1989); US Nuclear Regulatory Commission (Trial Attorney)(1974-1982); US Dept. of Interior Attorney(1971-1974); US Army Corps of Engineers Attorney(1968-1971).
Have mediated over 350 cases. These have included civil cases in Maryland District Courts and civil cases involving construction related disputes in Maryland Circuit Courts as well as employment disputes before the Maryland Commission on Civil Rights. These cases have also included family disputes (divorce and child custody) and community disputes as a volunteer mediator for community mediation centers. Elder/family mediation services have been provided as well and services as a volunteer Ombudsman in an assisted living facility.

I am a facilitative mediator serving as neutral. I do not give advice, legal advice or opinions, except in those cases where all participants agree clearly to a specifically defined directive mediation approach. I am also qualified as a Collaborative Law Practitioner.
MEDIATION - Fees negotiated on a case by case rate per hour basis or on flat fee basis depending on the complexity of the case. Fees are split equally between the parties unless the parties agree to a different fee arrangement. There is a prorate charge if the mediation is cancelled less than 24 hours before the agreed time and date scheduled for the mediation split between parties, or from party failing to appear); additional charges are assessed for up to ten (10) hours for research and review of documents prior to the mediation. ARBITRATION: Same fees and charges as presented for mediation services. An prorate appearance fee of $250 is charged if arbitration is cancelled within five business days of the scheduled arbitration.

I am a "Certified Ombudsman Representative, Long Term Care" serving as a volunteer Ombudsman, an advocate for residents, at an assisted living facility in the Washington, DC area suburbs.
